Yury Shafranik is native Siberian, he was born in a peasant family in 1952 in Karasul village of Ishimskiy district in Tyumen region. Russian. For years in business he pushed his way from an oil field fitter to the RF Minister of Fuel and Energy. When working as engineer, he always paid considerable attention to proper arrangement of production, new methods and advanced experience. Since the commencement of facilities construction on new Urievskoe oil field in 1980, he joined the newly formed oil & gas producing enterprise "Urievneft", first as head of Central engineering and technology service and then as chief engineer. Later, when Production Association "Langepasneftegaz" was set up in 1987, he served as its director general and was in office until 1990. With Samotlor oil field as a start, he then was involved in the development and facilities construction of Vas-Yeganskoe, Lokosovskoe, Pokamasovskoe, Potochnoe and Urievskoe oil fields in Western Siberia. On April 14th, 1990 he won a victory over other seven nominees in the elections and was elected a chairman of Tyumen regional Soviet of Peoples' Deputies. It was due to his initiative that Tyumen regional Soviet of Peoples' Deputies approved the Concept for Tyumen region development in December 1990, which was based on procedures to introduce payments for mineral resources use. However, no legislation regulating this issue was available at that time. In this regard Y. Shafranik came out before the Supreme Soviet of the USSR with a proposal to draft and pass a Law on Mineral Resources. He joined the working group that was preparing a draft Law and intensely worked with them. Prolonged procedure of elaborating and adopting the Law and pressing social problems of the region made him search for new ways to introduce payment for mineral resources. In September 1991 the President of the Russian Federation signed the Decree No. 122 "On Development of Tyumen region" that defined the below areas as strategic: introduction of royalty, creation of vertically integrated companies, market mechanism for oil pricing and so on. The above decree had a considerable impact on social and economic development of the region and further reconstruction of oil & gas industry. Mr. Shafranik tried every effort to hold the first organizational meeting of Oil Producers Union in 1992 in Tyumen. On December 12th, 1993 he was elected a deputy of the Federation Council for Khanty-Mansiysk Autonomous Okrug (Region), besides, he was a member of Economic Reform and Property Relations Committee of the RF Federation Council. In 1993-1995 absolutely new vertically integrated companies were established in Russian oil industry. As minister of fuel and energy Mr. Shafranik was strongly involved in forming all oil companies, coordinating their composition and structure together with the RF Government and authorities of the Federal subjects and preparing appropriate resolutions. Mr. Shafranik was at the head of the Concept development and then preparation of the Energy Strategy of Russia, which defined objectives, mechanisms and areas for energy safety to be secured. In 1993 Mr. Shafranik established Moscow international oil club that unified presidents of Russian and world oil companies. Mr. Shafranik worked very intensely towards involvement of Russia into large-scale international projects, such as Caspian Pipeline Consortium where he was a Chairman of the Board of Directors for plenty of years. Persistent activities of Mr. Shafranik facilitated adoption of Production Sharing Agreement Law, which, in turn, allowed to start implementing Sakhalin 1 and Sakhalin 2 projects. In 1993 Mr. Shafranik initiated working out programs on development and structural reform for oil, coal and power industries and chaired working groups on each of the above sectors. As a result, a Program for closure of non-profitable mines and mines with dangerous labor conditions as well as a Concept for oil industry management in Russia were prepared and submitted to the RF Government for approval. Mr. Shafranik has repeatedly substantiated and stood up for the necessity to found a National oil company which he proposed to establish on the basis of state company “Rosneft”. To his mind, it was reasonable to create five to six oil majors in Russia. However, their number has exceeded dozen because of obvious pressure of various figures in the government and the RF President Administration and powerful top regional leaders. His resignation in summer 1996 related to a large extent to his specific stand with respect to the state regulation of Fuel and Energy Complex and his aversion of tenders and a brisk pace of privatization in Russia’s oil industry. From August 1996 to April 1997 Mr. Shafranik served as Councilor to the Chairman of the RF Government. In May 1996 he was elected a member of the Board of Directors of "Tyumen Oil Company" and chaired this Board since August 1996. At that time intense measures were being taken to prepare the company's stake for investment tender. This resulted in July 1997in sale of a 40% interest in Tyumen Oil Company for $ 810 million that was the record amount for investment tenders. It surpassed the total proceeds gained from all tenders and secured auctions held before. In 1997 Mayor Yury Luzhkov offered him to head Central Fuel Company that shortly, despite well-known all-Russia economic and financial problems, gained its niche in the regional wholesale oil product market. As “Expert” journal estimated on the basis of 1998 performance, Central Fuel Company was among twenty most effective and profitable companies in Russia. In January 2001 Mr. Shafranik and his top managers left CFC because of the differing approach to the strategy of the company’s further development and got involved into activities of Interstate Oil Company "SoyuzNefteGaz" (MGNK SNG) where he occupied the position of Chairman of the Board of Directors in August 2000 and has been Chairman of the Board since September 2001. Interstate Oil Company "SoyuzNefteGaz" was set up in June 2000 and is a state-owned company. Its main shareholder is Interstate Bank. The Company is planning to implement projects in CIS, first of all with the Republic of Byelorus, and in the Middle East. Mr. Shafranik is Chairman of the Supreme Mining Council of Russia, in 2002 he was elected Chairman of the Board of Oil and Gas Producers of Russia and a member of Presidium of Mining Academy, Academy of Technological Sciences and International Academy of Fuel & Energy Industries. He is also a Chairman of the Board of V. Posuvalyuk Promotion Foundation and a member of Trustee Council of Mikhail Shemyakin Fund. Those people who know Mr. Shafranik well point to his clear-cut striving for achieving the objectives once set out. He is a state-oriented broad-minded person, he keeps an eye on and analyzes the latest events not only in oil and gas sector where he is a recognized expert but also in political and economic areas. His capacity for work is actually fantastic. He is keen on mountain-skiing and has passion for theatre and books. He was awarded with "The Friendship of Peoples" (1988) and "The Honour" (2000) orders and a medal of the RF Government prize winner. In 2002 Russian Orthodox Church awarded Mr. Shafranik with an order of the Holy Prince Daniel of Moscow, Second degree. Mother - Galina D.
