Throughout his professional career, Yury Shafranik has been strongly convinced that settling any pressing problem requires public and mass media support.

When serving as the Governor of Tyumen region, he arranged for Administrative Council to be established, which consisted of top officials of local representative and executive powers of three subjects of the Russian Federation on the territory of Tyumen region: Khanty-Mansiysk Autonomous Okrug (Region), Yamalo-Nenetsk Autonomous Okrug (Region) and Tyumen region itself. Members, authority and responsibility of this Administrative Council were approved by resolutions of Councils of three subjects of the Russian Federation. This consultative and advisory body alleviated tension between territories, developed and implemented conciliation procedures for decision-making process and really contributed to building up conflict-free relations between the above subjects. The aforesaid body has recently celebrated its tenth anniversary and continues to operate successfully.

In 1992, following the well-known Decree of the President of the Russian Federation "On some features of state property privatization in oil industry of the Russian Federation" signed on September 17th, 1992, Mr. Shafranik suggested a meeting of top executives of enterprises of Russia’s oil industry be held in Tyumen city, which actually became the organizational conference of Oil Producers Union of Russia (afterwards Union of Oil & Gas Producers of Russia). The above union played a large part in combining oil operators' efforts to protect their professional interests during a transitional period from the state-regulated economy to the market one and of reforms in oil industry. Since foundation Mr. Shafranik has been repeatedly elected a member of the Union’s Board and in April 2002 he became Chairman of the Board of the Union of Oil and Gas Producers in Russia.

Pending a complicated period when branches of fuel and energy industry were under restructuring, Mr. Shafranik, while working as Minister of Fuel and Energy of the Russian Federation, got to realize that problems of fuel and energy industry were often covered by mass media one-sidedly and non-professionally. It was the reason of establishing the non-commercial organization - "Information and Cooperation Council in Fuel & Energy Complex" (SISTEK). Among its members there are several subjects of the Russian Federation and major companies and enterprises of Russia’s Fuel & Energy Industries. Yury Shafranik has always been Chairman of SISTEK’s Board. 

In December 1993 dozens of representatives of fuel and energy enterprises from various Russian regions were elected to the State Duma of the Russian Federation. To provide fuel and energy industries with appropriate laws in the period when they were under intense reforms, Mr. Shafranik as Minister of Fuel and Energy took part in forming a deputies' faction "New Regional Policy". Later on this faction was transformed into a deputies' group "Regions of Russia". The deputies of the above group were deeply involved in lawmaking process, matching the interests of the federal authority with those of the regions.

Dynamic involvement of oil companies into world economy, formation of Russian vertically integrated oil companies, necessity of studying experience of world oil majors and arranging cooperation with them required a special non-state and informal structure be set up. Therefore, in 1994 in the course of the regular Gore-Chernomyrdin Meeting in Washington, Mr. Shafranik proposed to top executives of Russian and U.S. companies to establish Moscow International Oil Club (MIOC). The U.S. businessmen and leaders of both governments supported this idea. The Club's activities facilitated, to a large extent, emergence of Russian-U.S. joint projects. MIOC proved to be instrumental in ensuring close and fruitful collaboration of the two legislative powers - the U.S. Congress and the State Duma of the Russian Federation. MIOC has immensely contributed to promoting and strengthening cooperation between foreign and Russian oil operators. MIOC members regularly hold its sessions, business meetings and conferences. Mr. Shafranik initiated this Club to be set up and was its first Chairman.

Mr. Shafranik is intensely involved in undertakings of Non-Profit Partnership "Russian Mining Operators", International Academy of Fuel & Energy Industry, Mining Academy and International Technology Academy.

In 2002 Mr. Shafranik took the lead in establishing a non-commercial Promotion Fund for youth initiatives and healthy way of life - "Our Choice is with the Small Homeland". The Fund includes local authorities of Ishim city and Ishim district of Tyumen region as well as some Tyumen enterprises. This Fund has been designed to create conditions for self-realization of the youth of Ishim district of Tyumen region, Mr. Shafranik’s motherland, in social and professional spheres.

In 2003 Mr. Shafranik, along with his partners, established the World Policy and Resources Foundation. It is a Russian non-governmental and non-for-profit organization aimed at identifying trends of and forecasting the world development, taking into account a resource factor when working out a political & economic strategy of behavior. Mr. Shafranik is the President of this Foundation.

In 2004 Mr. Shafranik was elected Chairman of the Russian-Saudi Business Council (RSBC) on the Russian part. RSBC activities are focused on strengthening and expanding mutually beneficial economic relations between Russia and Saudi Arabia.
